Issues relating to military transit through Lithuania to the Kaliningrad region are the subjects of bilateral Russian-Lithuanian agreements, Interfax quoted Russian presidential envoy for the Kaliningrad region, Dmitry Rogozin, as saying. This issue was not addressed during the Russian-EU summit held in Brussels on November 11, Rogozin said. "The EU, which is not a military structure, originally took this issue out of the negotiation process," Rogozin said.
