The Privacy and Civil Liberties Oversight Board (PCLOB) in the US has said the National Security Agency (NSA)'s telephone surveillance programme is illegal and should be shut down.
According to the relevant report, the programme "has shown minimal value in safeguarding the nation from terrorism." It also added: "We have not identified a single instance involving a threat to the United States in which the program made a concrete difference in the outcome of a counterterrorism investigation."
