In the wake of the Brussels terrorist attacks, one issue that has returned with unprecedented force is about the European citizens who are fighting for Islamic State. Or, to put it another way, the Islamic State fighters who are Europeans.
Of course, foreign fighters are nothing new when it comes to civil wars. In the Middle East, Africa and South Asia particularly, foreigners – mercenaries or believers – have participated in deadly wars in Afghanistan, in Somalia and in Iraq and Syria.
