Before 2011 Syria housed three times the refugees that Europe does now. Syria had an open borders policy to nearly all Arab countries, and after the war in Iraq in 2003 nearly 1.5 million Iraqis streamed into Syria by 2007. In fact, prior to the civil war in 2011 almost six percent of Syria's population was made up of Iraqi refugees, plus an estimated 300,000 Palestinian refugees that had been living there for nearly sixty years.
