There has been a lot of talk in Brussels about how social media is going to bring changes, and there was one case of advocacy possibly beginning a dialogue with the tyrannical regime in Uzbekistan, over Twitter last weekend.

On one side, there was Andrew Stroehlein, Director of Communications for the International Crisis Grou (ICG), the other was Gulnara Karimova, daughter of the nation’s ruler and described as ‘the most hated woman in Uzbekistan.’
