The Council of the European's Union finance ministers seems unable to reach an agreement on rules regarding who will pay for future bank bailouts. Ecofin ministers want to let off taxpayers from footing the bill.
A deal would be a major step in establishing the long-awaited banking union for the bloc. The union, which is hoped will help tackle the eurozone's financial crisis, is supposed to hand over supervisory and rescue powers for the banking sector over to the European Central Bank....
