The European Commission proposed legislation to significantly enhance the monitoring and reporting of greenhouse gas (GHG) emissions, in particular to meet new requirements arising from the package of EU climate and energy laws for the period 2013-2020, and to provide greater transparency in the data and information provided.
This data is needed to be timely and accurate to determine whether the EU and member states are on track to meet their emission targets.
