A European Commission report, released on 28 September, states that foreign students are still facing difficulties in coming to study in the EU as a result of uneven implementation or relevant legislation.

The report asserts Forms of temporary migration can and should be improved for students, trainees and volunteers from outside the EU due to the goal of promoting Europe as a world centre of excellence for studies.
