On 31 January this year in Munich, the German President, Joachim Gauck, raised the idea of more robust leadership by his country in shaping the global future. I have a suggestion. It would see new leadership initiatives grafted on to well-established policy, while also advancing German economic interests. It is an area where the country could assume moral leadership that few other major economies can, while mapping out innovative pathways for Third World development.
