One of the leading worries of both European leaders and the international community alike, is that terrorists may be penetrating Europe through the unprecedented flows of migrants and refugees into the continent. Viktor Orban, the outspoken Prime Minister of Hungary, has repeated his bold statements about the current migration crisis, most recently at the European People's Party Congress in Madrid, declaring:
